This replaces the existing e-stamp paper system, which had been in place for over two decades, and is expected to roll out fully in the coming weeks.
The announcement, made by Revenue Minister Krishna Byre Gowda, highlights the dual benefits of the new system: increased public convenience and a significant reduction in fraud. “Citizens will be able to obtain stamp papers online, 24/7, from the comfort of their homes,” stated Minister Gowda at a press conference. “Furthermore, the new digital system is designed to be tamper-proof, eliminating the risk of fake stamp papers and misuse.”

The new digital system addresses these issues by implementing a fully online platform and maintaining a secure digital record of all transactions. In the event of a lost document, citizens will be able to retrieve it using a QR code, providing a level of security and access previously unavailable.
The state government anticipates that the transition to mandatory digital e-stamping will streamline processes, enhance transparency, and generate greater revenue. From collecting ₹45.90 crore in revenue using 5.92 lakh certificates, Karnataka state generated ₹2,320 crore in 2024-2025 issuing 3.07 crore certificates.
