**Srinagar, May 5, 2025** – The Jammu and Kashmir government is preparing a response to objections raised by Lieutenant-Governor Manoj Sinha regarding proposed Transaction of Business Rules. These rules, drafted after four months of work by a Cabinet subcommittee, aim to define the roles of the Lieutenant-Governor, Chief Minister Omar Abdullah, and the Council of Ministers. The rules, crucial for the functioning of the elected government in the Union Territory, were submitted to Raj Bhawan in March.

Key points of contention include the Council of Ministers’ role in appointing and transferring All India Services officers and appointing the Advocate General. The J&K Reorganisation Act of 2019 mandates the government to draft these rules, while granting the Lieutenant-Governor significant power over law and order and the J&K Police.

Following a meeting chaired by Chief Minister Abdullah, National Conference leader Tanvir Sadiq confirmed that the government is addressing the objections and expects to send a response to Raj Bhawan within days. Past disagreements between the Chief Minister’s office and Raj Bhawan centered on officer transfers, particularly those within the Revenue department. Final approval from Raj Bhawan will clarify the elected government’s decision-making authority.
