**New Delhi, March 11, 2025** – The Lok Sabha passed the Bills of Lading Bill, 2024, on Monday, marking a significant step towards modernizing India’s shipping sector. The new legislation replaces a colonial-era Act from 1856, streamlining the legal framework for shipping documents and bringing it in line with international standards.
The Ministry of Ports, Shipping and Waterways stated that the outdated 1856 Act, consisting of only three sections, primarily addressed the transfer of goods ownership and confirmation of loading. The new Bill offers a more comprehensive approach, addressing the evolving needs of the global shipping industry. It also empowers the central government to issue directives for effective implementation and includes a standard repeal and saving clause.
Union Minister Sarbananda Sonowal hailed the passage as a “historic milestone,” emphasizing the government’s commitment to facilitating trade, reducing litigation, and maintaining India’s competitive edge in global shipping. The Bill will now proceed to the Rajya Sabha.
The debate surrounding the Bill saw a brief exchange between the ruling party and the DMK regarding the use of English terminology. DMK MP Kalanidhi Veeraswamy expressed gratitude for using the English term “Lading,” while BJP MP Dilip Saikia provided a Hindi equivalent.
The passage of this Bill is expected to significantly improve efficiency and reduce legal complexities within India’s maritime transport sector.
