**Brussels, March 5, 2025** – The European Commission President Ursula von der Leyen has announced an ambitious €800 billion ($843 billion) plan to bolster Europe’s defence capabilities, a response to the United States suspending military aid to Ukraine. The announcement follows U.S. President Donald Trump’s decision to freeze aid, intensifying pressure for a peace deal with Russia and marking a significant shift in U.S. foreign policy.

The plan, which will be discussed at a summit on March 7th, includes several key measures. Firstly, it proposes relaxing the EU’s strict budget rules to allow member states to increase defence spending by an additional 1.5% of GDP over four years, potentially freeing up €650 billion. Secondly, a new €150 billion loan facility will be established for targeted defence investments, offering member states an opt-in approach to avoid disagreements on joint borrowing. Thirdly, cohesion funds, typically allocated for poorer countries’ development, could be repurposed for defence. Further initiatives involve a savings and investment union and easing restrictions on defence investments by the European Investment Bank.

The plan aims to provide immediate military support to Ukraine, focusing on key areas such as air and missile defence, artillery systems, and drones. While the speed at which funds can be mobilized remains uncertain, analysts suggest that the impact will be felt within weeks or months, coinciding with the anticipated effects of the U.S. aid suspension.

While the plan received positive responses from several European capitals, including Germany and Italy, some, like Guntram Wolff of Bruegel think tank, believe it’s not a complete game-changer.
