**NEW DELHI** – After a nearly five-year ban, Chinese fast-fashion giant Shein has relaunched in India, but under unprecedented government control. The app, previously blocked for data security concerns, is now operating through a partnership with Reliance Retail Ventures Limited (RRVL), a subsidiary of Indian conglomerate Reliance.
The relaunch follows a December 2024 parliamentary statement confirming that Shein surrendered complete control over Indian consumer data to RRVL and agreed to fully localize its operations. The government approved Shein’s re-entry only after extensive vetting by multiple ministries, including the Ministry of Electronics and Information Technology (MeitY), the Ministry of Home Affairs, and the Ministry of Textiles.
This partnership represents a rare exception to India’s ongoing ban on nearly 300 Chinese apps. Shein’s re-entry hinges on strict conditions granting Reliance full ownership and operational control of the platform. Shein functions solely as a technology partner, subject to regular security audits by government-approved firms.
Currently, Shein offers delivery in select Indian cities, including New Delhi, Bengaluru, and Mumbai, with plans for wider expansion. The app is offering free delivery on all orders.
The government’s decision highlights the stringent measures required for Chinese companies to regain access to the Indian market, prioritizing data security and compliance with Indian laws above all else.
