**KOCHI, January 8, 2025** – The Kerala High Court issued a bailable warrant Wednesday for Rajan N. Khobragade, Additional Chief Secretary of the Health and Family Welfare department, for failing to comply with a court order. The order mandates the promotion of B. Unnikrishnan to Deputy Director of Health Services under the differently abled quota.
The court rejected a request for a two-week extension, citing repeated non-compliance and Khobragade’s failure to appear in person. The Bench, comprised of Justices A. Muhamed Mustaque and C. Jayachandran, overturned a previous Kerala Administrative Tribunal decision dismissing Unnikrishnan’s plea.
Unnikrishnan, who has a 40% locomotor disability, argued that the Health department’s refusal to grant him the reserved promotion was illegal. His current position is Deputy Superintendent, and the Deputy Director position is filled solely through promotion. The High Court’s directive now compels the department to fulfill Unnikrishnan’s promotion.
