**New Delhi, [Date]** – The Central Board of Secondary Education (CBSE) launched a surprise inspection blitz across six states, uncovering widespread violations of affiliation bylaws at numerous schools. Twenty-nine teams, each comprising a CBSE officer and a school principal, investigated 29 schools in Delhi, Bengaluru, Varanasi, Bihar, Gujarat, and Chhattisgarh.
The inspections revealed that a significant number of schools were enrolling “dummy” students – students admitted but not attending classes – exceeding their actual attendance capacity. This practice, according to CBSE Secretary Himanshu Gupta, is a clear breach of board regulations. Further irregularities included violations of the board’s infrastructural norms.
Eighteen of the offending schools are located in Delhi, with three in Varanasi, and two each in Bengaluru, Patna, Ahmedabad, Bilaspur, and Chhattisgarh. The CBSE is issuing show-cause notices to all implicated schools and is considering legal action against those found to be in serious violation.
The investigation highlights a concerning trend of students, primarily those preparing for competitive medical and engineering entrance exams, enrolling in “dummy” schools to focus solely on exam preparation. This practice is also exploited to gain access to state-specific quotas in higher education institutions. For example, students completing their 11th and 12th grades in Delhi can leverage this to access Delhi State Quota seats in medical colleges. The CBSE’s actions aim to curb this malpractice and ensure adherence to its regulations.
