The Malta Competition and Consumer Affairs Authority (MCCAA) has blocked Lidl’s proposed acquisition of a Scotts Supermarket in Żabbar, citing concerns about the budget retailer becoming too dominant in the southern area. The decision, reached after a three-year investigation, prevents Lidl from strengthening its market position in the grocery retail sector within a 15-minute drive radius of Żabbar.

The MCCAA’s investigation, launched in January 2021, considered feedback from stakeholders, including competitors, who expressed concern about the transaction’s impact on competition and consumer welfare. The authority conducted a comprehensive analysis of the grocery market, including customer travel patterns and the competitive landscape. It concluded that Lidl’s acquisition of the Żabbar property would significantly increase its market share, leading to reduced competition and potentially harming other grocery retailers.

The MCCAA further found that the remedies offered by Lidl during the investigation period did not adequately address the competition concerns. As a result, the authority deemed it necessary to prohibit the transaction to preserve competition in the long term.

Lidl already operates stores in several locations across Malta, including Burmarrad, Santa Venera, San Ġwann, Żejtun, Safi, Luqa, Qormi, Mosta, Sliema, and Victoria. The company is currently building a new store in Żebbuġ and has been granted permission to open a twelfth store in Qormi.

This decision highlights the MCCAA’s commitment to ensuring a healthy and competitive market environment for consumers in Malta. The authority will continue to monitor the grocery retail sector to ensure fair competition and protect consumer welfare.
