**Kathmandu, September 20, 2024:** The seventh year of Nepal’s three-tier federal system, established in 2015, is marked by mixed experiences for the provincial government. While the new system has largely been put in place, several challenges persist, particularly in political, administrative, and financial aspects.

**Political Federalism:** The complex structure of federal parliaments has led to public complaints about inefficiencies. Finding ways to streamline these structures is crucial, while also ensuring that political parties do not exploit the system for personal gain.

**Administrative Federalism:** Service delivery has fallen short of public expectations, and managing human resources remains a priority. The Province Service Commission is conducting an internal survey of the workforce, but adjustments have been slow. The lack of personnel due to non-reporting and retirements further complicates matters.

**Fiscal Federalism:** Nepal’s reliance on federal allocations has decreased, highlighting the need for increased internal revenue. The focus is on broadening the tax base without overburdening citizens.

**Obstacles to Progress:** Political instability at both the federal and provincial levels, marked by frequent changes in government, has hindered progress. The lack of clear majorities has hampered planned activities.

**Moving Forward:** The Koshi Province government is committed to advancing its work under the constitutional framework. Key focus areas include policy-making and administrative management. Ongoing discussions with the federal government aim to resolve issues related to the Civil Service Act, police administration, and legislation on education and health.

**The Path Ahead:** Prime Minister KP Oli’s recent decision to deploy necessary personnel from the center to the province is seen as a positive step towards strengthening federalism. The government is determined to make this year the “year of federalism implementation”.
