**Seoul, South Korea:** A landmark agreement on the ethical use of Artificial Intelligence (AI) in warfare was signed by over 60 countries at a summit in Seoul, South Korea. The agreement, known as the Responsible AI in the Military Domain (REAIM) blueprint, outlines guidelines for the development and deployment of AI in military applications.
The document emphasizes human control and ethical considerations, stating that all applications of AI in the military sphere must be human-centric. It calls for risk assessments and emphasizes the importance of human judgment and control over the use of force.
Notable signatories include the United States, France, Germany, and the United Kingdom. Ukraine, currently engaged in a conflict with Russia, also signed the agreement.
However, China, along with around 30 other countries, did not endorse the document. This raises concerns about how to ensure compliance and address potential misuse of AI in warfare by nations not bound by the agreement.
“We need to be realistic that we will never have the whole world on board,” said Netherlands Defense Minister Ruben Brekelmans. “How do we deal with the fact that not everyone is complying? That is a complicated dilemma that we should also put on the table.”
Experts like Giacomo Persi Paoli, from the UN Institute for Disarmament Research, caution against rushing into a binding agreement. He believes an incremental approach is more likely to secure global consensus.
The Seoul summit is the second of its kind, following a similar gathering in The Hague last year. This latest agreement represents a significant step forward in establishing international norms for the responsible use of AI in the military domain.
