US Peace Plan for Ukraine Receives Cautious Welcome from Putin, Faces Resistance from Zelenskyy
Kyiv – November 22, 2025 – A U.S. proposal aimed at ending the nearly four-year war between Russia and Ukraine has been met with a mixed reception. Russian President Vladimir Putin cautiously welcomed the plan, calling it a “modernised plan” that “could form the basis for a final peace settlement”. However, he noted that Moscow had not been consulted in a substantive way.
Ukrainian President Volodymyr Zelenskyy voiced concerns about the proposal, warning that Ukraine may face a choice between defending its sovereign rights and potentially losing American support. The U.S. plan reportedly includes concessions to Russia, such as ceding territory, reducing Ukraine’s army size, and blocking its NATO membership aspirations, all of which Zelenskyy has previously rejected.
Zelenskyy stated that he spoke with U.S. Vice President Vance and Secretary of the Army Driscoll to better understand the plan. President Trump has given Zelenskyy until Thursday, November 27th to respond to the 28-point plan.
European leaders, including the heads of Germany, France, and the United Kingdom, have assured Zelenskyy of their continued support. They emphasized the importance of Ukraine’s sovereignty and the need for solid security guarantees. However, they also appear to have been caught off guard by the U.S. proposal and are emphasizing the need for European involvement in the peace process, stressing that any agreement must be Ukraine’s decision. The EU fears a bad deal for Ukraine would threaten broader European security.
Conflicting reports have emerged regarding Ukraine’s involvement in the plan’s development. While a U.S. official claimed a Zelenskyy advisor agreed to most of the plan, the advisor has denied these claims, stating he only organized meetings and prepared talks. Technical discussions between the U.S. and Ukraine are reportedly ongoing in Kyiv.
The situation remains fluid, with Zelenskyy promising constructive discussions with Washington while urging Ukrainians to remain united during this pivotal moment.
