**Bhubaneswar, Odisha –** Odisha Governor Hari Babu Kambhampati has expressed concern over the delayed implementation of the Panchayats (Extension to Scheduled Areas) Act (PESA) in the state. He urged the state government to form a high-level task force to expedite the process during a Friday review meeting of the ST & SC Development Department.
The Governor highlighted the need for improved coordination between multiple departments involved in implementing PESA and the Forest Rights Act (FRA). He suggested a Chief Minister-led task force to streamline planning and address implementation challenges. He also stressed the importance of adhering to constitutional mandates, including holding bi-annual meetings of the Tribal Advisory Council.
Furthermore, Governor Kambhampati emphasized the need for efficient fund utilization, suggesting a realistic target of 100% utilization instead of aiming for 120%. He also drew attention to infrastructure gaps in tribal regions, particularly concerning mobile connectivity, and announced plans to personally engage with project administrators to assess progress and challenges firsthand. A state minister assured that rules under the PESA Act will be presented to the Odisha Assembly in the next session.
