**Bengaluru, April 29, 2025** – Amarjit Singh Dulat, former chief of India’s Research and Analysis Wing (RAW), has cautioned against a military response to the recent Pahalgam terror attack in Kashmir, emphasizing the importance of engaging with the Kashmiri population. In an interview with The Hindu, Dulat stated that war is “not an option,” and even if considered, it would be a “last bad option.”
While acknowledging the need to punish the perpetrators, Dulat stressed that lasting deterrence requires prioritizing the well-being and cooperation of Kashmiris. He expressed concern over certain actions taken by the Union government following the attack, noting that the demolition of houses and targeting of locals could alienate the population. He highlighted the current unity among Kashmiri leaders in supporting Delhi as a crucial opportunity that shouldn’t be squandered.
Dulat specifically advocated for the restoration of statehood to Jammu and Kashmir as a confidence-building measure, arguing that supporting the elected J&K government would bolster its credibility. He dismissed the narrative of a “Naya Kashmir” solely based on increased tourism, citing continued attacks in regions like Poonch, Rajouri, and Jammu as evidence that terrorism persists. He pointed out that a period of relative peace followed the recent Assembly elections where the National Conference won, demonstrating the importance of a fully empowered local government. Dulat concluded that addressing the concerns of the Kashmiri people is key to achieving lasting peace and stability in the region.
