NEW DELHI, April 25, 2025 – The delayed release of over a dozen annual reports from key Indian commissions responsible for protecting the rights of Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs) has raised concerns. These reports, mandated by the Constitution, provide crucial reviews of safeguards implementation and offer recommendations for policy improvements.

Reports from the National Commission for Scheduled Castes (NCSC) and the National Commission for Scheduled Tribes (NCST) haven’t been submitted to the President for the past two years, while the National Commission for Backward Classes (NCBC) is three years behind. Even reports that have been submitted are facing significant delays in being tabled in Parliament. For example, the NCSC’s 2022-23 report, submitted in February 2024, remains unpresented. The NCST has five reports (2018-19 to 2022-23) awaiting parliamentary review.

The delays are attributed to several factors, including the time-consuming process of compiling action-taken reports on the commissions’ wide-ranging recommendations, which often involve multiple state governments. Limited resources and prioritization by relevant ministries also play a significant role. A former NCST official highlighted how these delays often render the recommendations outdated and ineffective, citing examples where reports were tabled years after submission.

While officials from the NCSC and NCST claim to be working on current reports, NCBC Chairperson Hansraj Gangaram Ahir stated that the 2022-23 and 2023-24 reports are currently being printed. Experts emphasize the need for increased resources and dedicated personnel to ensure timely report generation and submission, ultimately enabling effective policymaking for the welfare of these communities.
