**Bengaluru, April 19, 2025** – The Bruhat Bengaluru Mahanagara Palike (BBMP) is facing concerns over potential duplication of digital property records, or e-khatas, after a recent digitization drive. While the BBMP has issued 3.21 lakh e-khatas since October 1st, 2024, an estimated 30,000 properties may have received duplicate certificates due to an oversight in the system.

The issue stems from the inclusion of property records from a 2022 pilot program during the recent mass digitization of 23 lakh property records. The BBMP’s new e-khata system, mandated by the state government for all land transactions, allows property owners to upload documents directly online. However, the system failed to exclude properties that already received e-khatas in the earlier pilot, potentially allowing the issuance of duplicate certificates.

Former BBMP councillor M. Pari highlighted this flaw, demonstrating that the system generated draft e-khatas even for properties with existing certificates. He suggested implementing a system alert to prevent future duplication.

BBMP Special Commissioner (Revenue), Munish Moudgil, acknowledged the problem but assured citizens that there is no need for reapplication. He stated that any duplicate e-khatas can be removed from the system. The BBMP is yet to announce measures to rectify the existing issue and prevent future occurrences.
