**Bengaluru, April 10, 2025** – The Karnataka State Contractors’ Association has accused the state government of favoritism in clearing pending bills, alleging that “invisible forces” are prioritizing large contractors over smaller firms. In letters to Chief Minister Siddaramaiah and ministers D.K. Shivakumar, Satish Jarkiholi, and N.S. Boseraju, the association claims seniority is being ignored in the Water Resources, Public Works, and Minor Irrigation departments.
R. Manjunath, the association’s president, stated that contractors have faced payment delays for over three years, exacerbated by alleged middlemen working for larger companies to expedite their bill clearances. He threatened to publicly name those involved if the issue isn’t resolved. Manjunath further accused the son of the Minor Irrigation Minister of engaging in “deals,” a claim Minister Boseraju denied, vowing to resign if any wrongdoing is proven.
Minister Shivakumar urged the contractors to file a complaint with the Lokayukta, asserting the government’s commitment to transparency. However, the association’s letter to Minister Jarkiholi alleges a recent shift away from seniority-based bill clearance in his ministry, despite earlier assurances. Jarkiholi refuted these claims, stating that bill clearances are transparent and that Special Letters of Credit (LOCs) were issued only to contractors who genuinely requested them. The controversy highlights concerns about corruption and fairness in government contracting within Karnataka.
