**Visakhapatnam, April 7, 2025** – Over 62 human rights organizations have issued a joint statement calling for an immediate ceasefire and the cessation of “Operation Kagaar” in Chhattisgarh to pave the way for peace talks between the government and the banned CPI (Maoist). The groups convened in Visakhapatnam on Monday following an offer of peace talks from the CPI (Maoist) and a receptive response from the Chhattisgarh government.

The organizations expressed deep concern over the ongoing conflict’s impact on Adivasi communities in Chhattisgarh, Jharkhand, and Maharashtra, highlighting the loss of innocent lives on all sides. They demanded an end to all hostilities, including extrajudicial killings, IED blasts, and violence against civilians.

The statement emphasized the need for the government to uphold constitutional principles and values in any negotiations. It criticized the continued use of ex-Salwa Judum recruits in counter-insurgency operations, citing them as responsible for numerous human rights abuses. The groups called for the release of Adivasi activists jailed for dissent and urged for Adivasi participation as equal stakeholders in any peace talks.

Key demands include: a government-initiated ceasefire; the CPI (Maoist) ceasing hostilities; free access for independent organizations and media to affected areas; immediate address of the livelihood needs and constitutional rights of affected communities; and the release of imprisoned Adivasi activists. The organizations hope that prioritizing the well-being of Adivasi villagers will be central to any successful dialogue.
