BHADRADRI KOTHAGUDEM, India (April 2, 2025) – The Communist Party of India (Maoist) Central Committee has offered to enter peace talks with the Indian government, contingent on an immediate cessation of “Operation Kagar,” a military offensive it describes as genocidal. The statement, released Wednesday by spokesperson Abhay, claims the operation, conducted across Chhattisgarh, Maharashtra, Odisha, Jharkhand, Madhya Pradesh, and Telangana, has resulted in the deaths of over 400 people, including Maoist leaders and civilians, in the past 15 months.

Abhay alleges that “Operation Kagar” targets tribal populations and undermines their rights to land, forest, and water resources, ultimately aiming to dismantle India’s federal system. He asserts that one-third of those killed were Adivasis.

The Maoists welcome a recent peace initiative organized in Hyderabad, and express their willingness to negotiate unconditionally once “Operation Kagar” ends and the establishment of new security camps ceases. The statement calls upon various civil rights organizations to pressure the government into accepting their peace proposal.
