**Imphal, April 2, 2025** – Ahead of crucial peace talks scheduled for April 5th in New Delhi, Kuki leaders in Manipur have issued three preconditions for negotiations with the Meitei community. The talks, called by the Ministry of Home Affairs (MHA), aim to resolve the ongoing ethnic violence that has claimed over 250 lives and displaced thousands since May 2023.
The Kuki-Zo Council (KZC) chairman, Henlianthang Thanglet, stated that these preconditions were agreed upon during a consultation meeting. They include a strict restriction on the movement of Meitei individuals in Kuki-Zo dominated areas and vice-versa, a six-month ceasefire to facilitate negotiations, and the initiation of a structured dialogue process during this period.
The violence erupted after a “Tribal Solidarity March” protesting the Meitei community’s demand for Scheduled Tribe (ST) status. The deployment of CRPF personnel at the Gamgiphai interstate check post highlights the continued tension in the region. The Centre imposed President’s rule in Manipur on February 13th following the resignation of Chief Minister N. Biren Singh. Despite numerous attempts by the central government to broker peace, these preconditions underscore the deep divisions and challenges ahead in achieving lasting reconciliation.
