The ₹139 crore plant, spanning 475 acres, is a joint venture between the Andhra Pradesh state government and Reliance Industries Limited (RIL).

HRD Minister N. Lokesh officiated at the ceremony, highlighting the project as the fulfillment of a promise made during his Yuvagalam Padayatra.
