**Chennai, March 14, 2025** – The Greater Chennai Corporation (GCC) is introducing “Independent Engineers” (IEs) to monitor the city’s solid waste management system, as part of Phase II of its public-private partnership (PPP) initiative. The IEs will focus on four zones: Tiruvottiyur, Manali, Madhavaram, and Ambattur.

This move follows concerns over the privatization of waste management services and its impact on worker salaries. One animator, previously earning ₹24,000-25,000 while working directly with the GCC, now earns ₹12,300 under a contractor, citing a loss of benefits like provident fund. The GCC stated that payment issues are the responsibility of the concessionaires, Ramky Enviro and Urbaser Sumeet.

The IEs will assess the performance of the private contractors using 42 key performance indicators (KPIs), including street sweeping quality, waste disposal methods, and worker deployment. Fifty percent of the concessionaires’ pay is performance-based, a clause that has faced criticism. The IEs will report daily, overseen by a team leader, deputy team leader, and specialists. Ward-wise supervisors will handle physical aspects of waste management. The initiative aims to improve efficiency and transparency in the city’s waste management system.
