
Thu Mar 13 07:40:22 UTC 2025: ## Manipur Peace Roadmap Unveiled: Centre’s Phased Plan to End Ethnic Violence
**Imphal, March 13, 2025** – The Indian government has reportedly developed a phased roadmap to restore peace in violence-torn Manipur, according to a Meitei civil society organization. A.K. Mishra, the Ministry of Home Affairs (MHA) advisor for the Northeast, informed the Federation of Civil Society Organizations (FOCS) that the first phase of this plan is already underway.
The roadmap, according to FOCS spokesperson Ngangbam Chamchan Singh, includes crucial steps such as weapons surrender, road reopenings, and curbing the activities of armed groups. Singh stated that Mishra confirmed the initial phase encompasses initiatives announced earlier, including a call for arms surrender and the guarantee of unimpeded movement across the state.
While the Suspension of Operations (SOO) agreement with Kuki armed groups has lapsed, Mishra reportedly clarified that it has not been officially abrogated and will be revised.
The FOCS delegation presented a five-point proposal to the MHA, urging free movement for all citizens, safe return of internally displaced persons, an end to attacks on villagers, a demographic study of Manipur, and the commencement of dialogue.
Over 250 deaths and thousands of displaced individuals have resulted from the ongoing ethnic clashes between Meiteis and Kuki-Zo groups, which began in May 2023. President’s rule was imposed on February 13th following the resignation of Chief Minister N. Biren Singh.
