**Hyderabad, March 12, 2025** – The Central Administrative Tribunal (CAT) Hyderabad bench on Tuesday dismissed a plea by IPS officer Abhishek Mohanty challenging the Union Ministry of Home Affairs’ decision to transfer him to Andhra Pradesh. Mr. Mohanty, who served as Karimnagar Police Commissioner in Telangana, sought to retain his cadre in Telangana, citing his birth and upbringing in Hyderabad.

His counsel argued that while his parents are from Odisha, this shouldn’t negate his Telangana domicile. The counsel also referenced a previous CAT ruling quashing the cadre allocation of IAS officer Shiv Shankar Lotheti. Despite a previous CAT order seemingly favoring Mr. Mohanty’s retention in Telangana, the bench, comprising Lata Baswaraj and Shali Mishra, denied his request for immediate relief.

The CAT issued notices to the Union government, requiring a counter-affidavit within four weeks. The case highlights the ongoing complexities surrounding cadre allocation for officers in the newly bifurcated states of Telangana and Andhra Pradesh.
