**Srinagar, March 7, 2025** – Jammu and Kashmir Chief Minister Omar Abdullah announced the completion of the new Business Rules for the Union Territory (UT) administration on Thursday. The rules, which were approved by the Cabinet and sent to Lieutenant Governor Manoj Sinha for final approval, aim to clarify the powers and responsibilities of the Chief Minister, Cabinet, Ministers, and Administrative Secretaries.

The framing of these rules, mandated by the J&K Reorganisation Act, took over four months. Mr. Abdullah stated in the J&K Assembly that the rules are crucial to ensuring respect for the institution, lamenting the loss of statehood and the lowered protocol afforded to the Chief Minister compared to a Union Minister of State.

While matters related to law and order, public order, and All India Services remain under the Lieutenant Governor’s purview, the new rules establish procedures for resolving disagreements between the LG and the Council of Ministers or individual Ministers. The UT held its first Assembly elections in 2024, with Mr. Abdullah assuming office as Chief Minister on October 16, 2024. The new Business Rules are expected to bring clarity and efficiency to the UT’s administration.
