**Bengaluru, March 3, 2025** – The Bruhat Bengaluru Mahanagara Palike (BBMP), Bengaluru’s civic body, is preparing to issue notices to numerous government buildings for outstanding service charges totaling hundreds of crores of rupees. The arrears, dating back to 2008, include principal amounts, interest, and penalties.

Prominent buildings with significant unpaid dues include Vidhana Soudha (₹6.3 crore), Vikasa Soudha (₹15 crore), Raj Bhavan (₹2.5 crore), the High Court of Karnataka (₹13 crore), and the Stamps and Registration Department (₹14 crore). The Education Department owes the largest amount, with ₹93 crore in outstanding payments. Even the Bangalore Development Authority (BDA) and ISRO have unpaid dues.

The BBMP states that despite providing services such as solid waste management, these government buildings have consistently failed to pay service charges, which they are legally obligated to do. A 2024 One-Time Settlement (OTS) scheme offered some relief, but many arrears remain.

While Vidhana Soudha’s principal debt is ₹2.1 crore, accumulated interest balloons the total to ₹6.3 crore. Similarly, Vikasa Soudha’s principal debt of ₹5.3 crore has ballooned to ₹15 crore due to accumulated interest and penalties.

Zonal Commissioner (East) Snehal R. confirmed that new notices are forthcoming after a minor delay in the process. A senior BBMP official expressed the civic body’s determination to recover these long-outstanding dues to bolster its revenue. The BBMP considers this a matter of enforcing financial responsibility on all buildings within its jurisdiction, regardless of ownership.
