**Cairo, March 2, 2025** – Negotiations on the second phase of the Israel-Hamas ceasefire have reached an impasse, raising concerns about the future of the fragile truce as the Muslim holy month of Ramadan begins. A senior Hamas official stated that talks in Cairo, involving representatives from Israel, Egypt, Qatar, and the United States, have yielded “no progress,” and the resumption of negotiations remains uncertain.
The first phase of the three-phase ceasefire, which ended fifteen months of conflict, saw the release of 33 hostages in exchange for nearly 2,000 Palestinian prisoners. However, disagreements persist over the second phase, which is intended to lead to a complete cessation of hostilities, the withdrawal of Israeli troops, and the return of the remaining hostages. Israel claims 32 of the 59 hostages held in Gaza are dead.
Hamas has expressed its commitment to the agreement but criticized Israel’s proposal to extend the first phase by 42 days. The group rejected this, stating it contradicts the original agreement, and also dismissed Israel’s demands that Hamas not participate in Gaza’s governance post-conflict and that the Palestinian Authority not play a role. Hamas leader Mohamed Darwish offered instead a national consensus government or an Egypt-proposed technocratic body.
The ongoing humanitarian crisis in Gaza further complicates matters. While aid has increased following the first phase of the truce, skyrocketing prices continue to burden Palestinians. The World Food Programme reported reaching 1 million Palestinians with aid during the first phase, emphasizing the need for the ceasefire to hold. Meanwhile, videos released by Hamas showing hostages, including one showing a released brother embracing the one remaining behind, highlight the human cost of the conflict.
Israeli Prime Minister Benjamin Netanyahu’s office indicated that mediators are working to enhance humanitarian aid to Gaza. However, the lack of progress in the second phase ceasefire negotiations casts a shadow over the fragile peace, leaving the future of the conflict uncertain as Ramadan begins. Palestinians in Gaza are observing the first day of Ramadan amidst the ruins of their homes, facing hardship and uncertainty.
