**Paris, France –** Prime Minister Narendra Modi on Tuesday urged for a collaborative global approach to establishing AI governance frameworks at the AI Action Summit in Paris. Co-chairing the summit with France, Modi emphasized that these frameworks shouldn’t solely focus on risk management and competition, but on ensuring benefits for all, particularly the Global South.
Addressing concerns about potential job displacement due to AI, Modi asserted that technological advancements historically create new job opportunities, highlighting the importance of workforce reskilling. He stressed the interconnected nature of AI across borders, necessitating collective efforts to create standards that uphold shared values, mitigate risks, and foster trust. This includes ensuring access to AI resources for the Global South, which currently lacks computational power, talent, data, and financial resources.
Modi advocated for pooling resources, developing open-source systems, and creating unbiased datasets to build trust and democratize AI. He also highlighted the energy intensity of AI, promoting the use of green energy and referencing the Indo-French collaboration on the International Solar Alliance.
The Prime Minister touted India’s leadership in AI adoption, citing the Digital Personal Data Protection Act, 2025, and the development of AI applications for public good. He also mentioned India’s substantial AI talent pool, its development of a large language model, and its public-private partnership model for affordable access to computing resources for startups and researchers.
A subsequent policy roundtable between Indian and French officials discussed democratized access to AI resources, capacity building, the need for sovereign AI, and interoperable data flows. Modi concluded by welcoming the establishment of an AI Foundation and a Council for Sustainable AI.
