**Madurai, February 4, 2025** – The Madurai Bench of the Madras High Court has granted permission to the Hindu Munnani to hold a peaceful protest regarding the Tirupparankundram hillock encroachment issue. The protest, initially denied by Madurai City Police and subsequently prohibited under Section 163 of BNSS (Section 144 of CrPC) by the District Collector, will now take place at Palanganatham junction in Madurai from 5 p.m. to 6 p.m. on February 4, 2025.
The court, while upholding the right to freedom of speech and expression, emphasized the need to maintain public order and peace. Justices G. Jayachandran and R. Poornima noted that the situation could have been handled better but commended the consensus reached. The compromise relocated the protest to avoid disruption to devotees at the Tirupparankundram temple.
Strict conditions were imposed on the protest. The Hindu Munnani is permitted only one megaphone, and the protest must remain peaceful, avoiding provocative slogans. The entire event must be videographed by both the organizers and the police. The court will review the matter on February 19, 2025. The organizers bear full responsibility for maintaining a peaceful protest.
