**New York, December 20, 2024** – The United Nations General Assembly overwhelmingly approved a resolution Thursday demanding that the International Court of Justice (ICJ) clarify Israel’s obligations to provide humanitarian aid in Gaza and the West Bank. The resolution, sponsored by Norway, passed with a vote of 137-12, with 22 abstentions. The United States voted against the resolution.

The resolution follows the ICJ’s July ruling declaring Israel’s presence in occupied Palestinian territories unlawful and calls for an end to the occupation and settlement construction. It also comes in the wake of recently passed Israeli legislation that would effectively ban UNRWA, the UN agency for Palestinian refugees, from operating in the territories within 90 days.

The UN Secretary-General has emphasized that no other agency can replace UNRWA’s vital role, and a UN spokesperson reiterated Israel’s responsibility under international law to meet the basic needs of Palestinians should the ban take effect.

Norway’s Deputy Foreign Minister highlighted the dire humanitarian crisis, citing tens of thousands of deaths in Gaza and widespread hunger. While many countries and aid organizations stand ready to assist, he stressed the critical issue of access to those in need.

Israel’s UN Ambassador condemned the resolution as “recycled nonsense” aimed at attacking Israel and challenging its right to protect its citizens. He characterized the ICJ’s involvement as a new tactic in a “diplomatic circus.”

The resolution seeks the ICJ’s opinion on Israel’s legal obligations to ensure the unhindered provision of essential supplies for the survival of Palestinian civilians. While non-binding, the resolution reflects significant international concern over the humanitarian situation and Israel’s actions.
