**Kurnool, December 12, 2024** – The Land Parcel Map (LPM) system, introduced by the previous YSRCP government in Andhra Pradesh, is causing significant problems for farmers in Kurnool district. The system, intended to provide permanent land rights, has instead created a bureaucratic bottleneck, leading to delays and a significant loss of revenue for the state treasury.

The issue stems from the replacement of decades-old survey numbers with LPM numbers. This has created inconsistencies in land valuation during registration, particularly where multiple farmers share a single LPM number, often encompassing land plots in different locations with varying market values. The online registration system selects the entire LPM area, resulting in inflated registration costs for individual plots and causing significant financial hardship for buyers and sellers.

Over 2,500 land registrations are currently pending in the combined Kurnool and Nandyal districts due to LPM-related issues, resulting in an estimated loss of over ₹55 crore in stamp duty revenue. The problem is particularly acute in areas such as Kalluru, Adoni, Emmiganur, Nandyal, Don, Atmakur, and Allagadda. In some sub-registrar offices, over 150 registrations are stalled.

The TDP coalition government, despite repealing the Land Titling Act, has yet to resolve the issue, with sub-registrar offices continuing to use the LPM system. Farmers are demanding a return to the old survey number system to streamline the registration process. The lack of sub-division within LPM numbers is a major contributing factor.

A senior official from the Stamps and Registrations Department acknowledged the technical glitches and the hardship faced by farmers. They confirmed that the issue requires collaborative action from the Survey and Settlement, Stamps and Registration, and Revenue departments and assured that efforts are underway to address the problem. Former MLC Sudhakar Babu has also urged immediate intervention to prevent future legal disputes. The situation highlights the unintended consequences of poorly implemented land reforms and the ongoing struggle of farmers to navigate complex bureaucratic processes.
