The report highlights several pieces of evidence, including a 2021 US State Department factsheet indicating illness among WIV researchers with symptoms consistent with COVID-19, and statements from molecular biologist Alina Chan supporting the lab-leak theory. However, the report acknowledges it doesn’t offer direct proof. The report also notes the unique furin cleavage site in SARS-CoV-2, a feature not found in other similar viruses, sparking debate about its natural or engineered origin. While some scientists argue for a natural evolution of this site, the report highlights the opposing view.

The investigation also scrutinized US National Institutes of Health (NIH) funding of gain-of-function research at the WIV through the EcoHealth Alliance, a US-based NGO. The report criticizes EcoHealth for delays in submitting progress reports and alleges obstruction of the congressional inquiry. The World Health Organization also faced criticism for allegedly concealing information and pandering to the Chinese Communist Party.

Beyond the origin question, the report alleges significant financial mismanagement in COVID-19 relief efforts, citing at least $64 billion in losses from fraudulent Paycheck Protection Program claims and over $191 billion in fraudulent unemployment insurance payments. The report further criticizes COVID-19 lockdowns as “unscientific” while surprisingly praising former President Trump’s travel restrictions, contrasting with the Biden administration’s stance. Vaccine passports were also deemed to lack a “scientific basis,” and the report accuses the Biden administration and public health officials of exaggerating vaccine efficacy.
