BRUSSELS – The European Union’s Carbon Border Adjustment Mechanism (CBAM) is causing significant difficulties for European fastener importers, according to the European Fastener Distributor Association (EFDA). A year into the CBAM transition period, the increased reporting requirements for the third quarter of 2024 are proving particularly challenging.
The key change is the elimination of default emission values. Importers must now report actual emissions data for imported fasteners, necessitating collaboration throughout the complex global supply chain, from raw material suppliers to manufacturers and intermediaries. This requires substantial effort and data collection from all involved parties.
The EFDA argues that the CBAM was implemented too hastily and is ill-suited to products with intricate supply chains like fasteners. They contend that EU importers face an unfair disadvantage compared to EU manufacturers under the existing Emissions Trading System (ETS). While advocating for fasteners’ exclusion from CBAM, the EFDA is currently focusing on supporting its members to navigate the existing regulations.
To assist, the EFDA has established a CBAM Working Group, providing webinars, guidance documents, and a simplified data reporting template to improve communication between EU importers and their global suppliers. A new calculator and guide have also been developed to help streamline the reporting process, although securing complete data remains a significant hurdle; only 12% of suppliers were initially providing the necessary information.
Despite these efforts, the EFDA continues to push for relief from the heavy burden imposed by CBAM on the fastener industry, acknowledging that the current situation remains exceedingly difficult for many companies, particularly small and medium-sized enterprises.
