**New Delhi, November 27, 2024** – India’s National Commissions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and Minorities held a joint meeting on Tuesday to address shared challenges in enforcing their recommendations. The commissions reported widespread evasion of summonses by officials and court-ordered stays on their recommendations, effectively hindering their ability to act.
The meeting, convened by the National Commission for Scheduled Castes (NCSC), also included representatives from the National Commission for Safai Karmacharis (NCSK). NCSC chief Kishor Makwana announced that a joint memorandum will be submitted to the government, advocating for greater powers to enforce their recommendations. This follows several instances where organizations, including the Tirumala Tirupati Devasthanams (TTD), obtained court stays to avoid complying with commission notices.
Commission members expressed frustration over the frequent circumvention of their authority. One official highlighted the TTD’s use of court stays to prevent the investigation of complaints regarding discrimination and roster implementation issues affecting Scheduled Tribes. Another source noted delays in implementing recommendations related to promotions and appointments in public sector organizations and banks.
The lack of resources and infrastructure also emerged as a key concern. The NCSK specifically highlighted its need for a stronger constitutional mandate and improved staffing and facilities to effectively address complaints.
The Ministry of Social Justice and Empowerment released a statement acknowledging the meeting’s aim to enhance the commissions’ effectiveness. While Mr. Makwana emphasized the need to strengthen the commissions through the joint memorandum, National Commission for Minorities chairperson Iqbal Singh Lalpura stressed the importance of collaborative strategies for better implementation of schemes. The commissions are now working together to develop a united front to push for significant legislative changes.
