**London, November 15, 2024** – The 15th meeting of the Specialised Committee on Citizens’ Rights, held in London on November 14th, saw the UK and EU discuss the implementation of the Withdrawal Agreement’s provisions on citizens’ rights.

The meeting, co-chaired by officials from both sides, focused on ensuring the full and faithful implementation of the agreement, particularly regarding the rights of EU citizens living in the UK and UK citizens living in EU Member States.

The UK highlighted challenges faced by UK nationals in acquiring permanent residence rights in some EU countries, and discussed issues related to family reunification and the potential impact of the EU’s planned Entry/Exit System (EES) on Withdrawal Agreement beneficiaries.

The EU, in turn, sought updates on the UK’s implementation of the High Court’s ruling on settled status, and inquired about legal clarity regarding the rights of EU citizens under the Withdrawal Agreement. Other topics discussed included NHS charges for EU citizens, appeal rights, travel with a Certificate of Application, and the UK’s plans to digitalize residence documents.

Both parties underscored the importance of administrative preparedness and proper communication, urging Withdrawal Agreement beneficiaries to take necessary steps to facilitate their future travel.

Representatives from civil society organizations representing both UK and EU citizens living in each other’s territories attended the meeting and posed questions on the implementation of the agreement’s provisions.

The UK and EU reaffirmed their commitment to the full implementation of the Withdrawal Agreement, and the co-chairs agreed to meet again in the spring of 2025.
