Wed Nov 13 11:50:00 UTC 2024: ## Greenko Wind Turbine Wins Reconnection and Payment After Four Year Disconnection

**Mumbai, India – [Date]** – The Appellate Tribunal for Electricity (APTEL) has ruled in favor of Greenko Maha Wind Energy, ordering the reconnection of its 2 MW wind turbine generator (WTG) to the grid and directing the Maharashtra State Electricity Distribution Company (MSEDCL) to issue credit notes for the energy injected during its four-year disconnection.

The turbine, located in Sangli district, Maharashtra, was disconnected in 2020 after MSEDCL refused to sign a Power Purchase Agreement (PPA) due to a delay in obtaining a registration certificate from the Maharashtra Energy Development Authority (MEDA). The delay stemmed from a dispute over the turbine’s location near a road, despite having previously received permission from both MEDA and MSEDCL.

APTEL found that the disconnection was a result of “casual and unwarranted” actions by MEDA, and Greenko was not at fault. The turbine had operated without any objection from MSEDCL or MEDA for five years, even receiving credit notes for power supplied.

In its ruling, APTEL ordered MSEDCL to sign the PPA within two weeks and reconnect the turbine within one week of the PPA signing. Furthermore, the tribunal deemed the WTG registered with MEDA on November 23, 2015, and ordered the authority to issue a formal registration certificate within a week.

This decision highlights the importance of timely and fair regulatory processes in the energy sector. APTEL’s strong stance against MSEDCL’s refusal to pay for the injected energy underscores the need for clear and consistent application of regulations, even in complex situations.

This case also serves as a reminder that power generators should be compensated for the energy they inject into the grid, regardless of delays or inconsistencies in regulatory processes.
