**Brasília, Brazil** – Brazil has announced it will not be signing a New Silk Road agreement with China, marking a significant blow to Beijing’s ambitions in Latin America.
Celso Amorim, a foreign policy advisor to President Luiz Inácio Lula da Silva, stated that the Brazilian government will not be signing the deal, which was expected to be finalized during President Xi Jinping’s upcoming visit.
“We do not conclude this kind of contract as if it were an insurance policy,” Amorim told Brazilian newspaper O Globo. While Brazil remains interested in collaboration with China, it seeks a partnership that goes beyond mere trade.
Brazil’s decision comes after months of negotiations, with Beijing hoping to secure a deal during Xi’s visits to Peru, Brazil, and Argentina in November. The agreement was anticipated to be a highlight of the visit, especially given that only Mexico and Colombia in Latin America have not yet joined the initiative.
However, Brazil has expressed concerns over the lack of concrete commitments from China. The country demands technology transfer and reliable investment guarantees, which Beijing has been reluctant to provide.
“China repeatedly announces gigantic investment projects for bridges, ports or railway connections, which then regularly fail,” said Amorim.
Furthermore, Brazil is seeking greater market access for its own products in China, criticizing Beijing’s closed market to Brazilian technology products like Embraer jets.
Brazil’s decision is seen as a reflection of its desire to diversify its partnerships and avoid dependence on a single supplier. The country is strategically positioned, being China’s most important trading partner with a large trade surplus. With increasing global tensions, China is becoming increasingly reliant on imports of food and oil from Brazil.
Analysts believe this signals a return to a more neutral position in global politics for Brazil, which alongside India, is the only BRICS member that has not signed the Silk Road Agreement.
