The Delhi University (DU) Academic Council (AC) has approved a new Institutional Development Plan (IDP) and Strategic Plan 2047, outlining the university’s vision for the future. However, these plans have faced significant opposition from several AC members, raising concerns about potential negative impacts on students, faculty, and the university’s autonomy.
The IDP emphasizes interdisciplinary research, cost-effective sustainability measures, and the launch of a satellite. It also seeks to reduce DU’s dependence on government funding through strategies like increased student fees, corporate partnerships, and revenue generation through events like literary festivals and art fairs.
However, the dissent note submitted by AC members argues that these measures are a euphemism for commercialization and privatization, potentially harming students from marginalized communities. Concerns have also been raised about the impact of expanding digital and hybrid learning on traditional classroom education, the potential loss of autonomy by involving external individuals in key statutory bodies, and the shift from honors courses to interdisciplinary courses.
Several teachers expressed concerns about the potential impact on the university’s autonomy, educational quality, and commitment to social justice.
Further contentious points include the IDP’s proposal for drone-based surveillance and the plan for lateral entry into administration, bypassing UGC recruitment norms.
Following the opposition, the VC has formed a committee to review the IDP draft and incorporate suggestions from AC members.
Meanwhile, the AC also approved the establishment of East Asian language courses in three colleges and formed a committee to address issues between DU and St. Stephen’s College.
The meeting highlighted the complex challenges and potential compromises inherent in balancing innovation with preserving the university’s core values and ensuring equity and access for all students.
