Ukrainian President Volodymyr Zelenskyy will travel to the United States next week, where he plans to present a detailed “victory plan” to President Joe Biden, Vice President Kamala Harris, and members of Congress. The plan, which Zelenskyy says requires bold steps from Ukraine’s partners, will also be presented to Republican presidential nominee Donald Trump during a meeting scheduled for September 26th or 27th.
Zelenskyy insists the plan, which includes specific actions needed by the end of December, is crucial for Ukraine’s victory. It outlines necessary steps in areas like strengthening Ukraine’s weapons capabilities, its position within the global security architecture, and economic cooperation. Zelenskyy emphasizes that the plan “strengthens Ukraine” and will be open to everyone, including Russia.
Key elements of the plan reportedly include granting Ukraine permission to use long-range Western weapons against targets in Russia, and the Ukrainian incursion into Russia’s Kursk region, which Zelenskyy says is crucial to Ukraine’s military strategy.
While Zelenskyy believes the plan can contribute to future diplomatic discussions with Russia, Moscow has already rejected any further participation in peace talks, calling them a “fraud.”
Zelenskyy’s U.S. trip will also include a visit to the Scranton Army Ammunition Plant, which is producing critical munitions for Ukraine’s defense against Russia’s invasion.
