**Pyongyang, North Korea** – North Korea is reportedly converting a Russian-made Ilyushin IL-76 Candid aircraft into an airborne early warning (AEW) platform, according to the International Institute for Strategic Studies (IISS). The conversion work is being carried out at Pyongyang Sunan International Airport, based on analysis of satellite imagery.
The IISS noted that one of the three IL-76 aircraft delivered to North Korea in the early 1990s was moved to a separate maintenance area with a new fence surrounding it in late 2023. This suggests the aircraft is being modified for an AEW role or as an AEW radar testbed.
Experts believe North Korea’s limited aviation industry may face challenges in converting the IL-76, despite its robust airframe. It remains unclear whether the country is developing the system domestically or receiving external assistance, possibly from Russia.
“The extent of the regime’s ambitions in terms of military capability are considerable, as has been its ability on occasion to spring development surprises,” said the IISS.
Experts have pointed to Russia’s potential involvement in the project, highlighting the close relationship between the two countries. They also noted that North Korea may be seeking Russian technological assistance for its space program in exchange for weapons supplied for the war in Ukraine.
Russia and North Korea have recently strengthened their partnership, with President Vladimir Putin visiting North Korea in June and agreeing to offer each other military assistance in case of an attack.
While North Korea has denied supplying weapons to Russia, the United States has accused the country of providing artillery rounds and ballistic missiles for the war in Ukraine.
The development of an AEW platform by North Korea would significantly enhance its military capabilities, allowing for early detection of hostile aircraft, ships, and missiles, potentially influencing the regional power balance.
