**SINGAPORE -** A vessel managed by a company under U.S. sanctions has transported the fifth cargo of liquefied natural gas (LNG) from Russia’s Arctic LNG 2 project, according to ship tracking data. The Arctic LNG 2 project, owned by Russia’s Novatek, is also subject to Western sanctions due to Russia’s ongoing war in Ukraine.

The Asya Energy vessel, managed by India-based Ocean Speedstar Solutions, loaded the LNG cargo at the Arctic LNG 2 plant on September 15th. Ocean Speedstar Solutions is subject to U.S. sanctions and has not responded to requests for comment.

Novatek, the owner of the Arctic LNG 2 project, has previously denied allegations that it is operating a “shadow fleet” for the project.

This incident raises concerns about the effectiveness of sanctions imposed on Russia and highlights the potential for circumvention through the use of sanctioned companies.
