**KYIV, Ukraine** – The World Health Organization (WHO) issued a dire warning on Thursday, highlighting the growing threat to public health in Ukraine as the country braces for its third winter under Russian invasion. With Russia’s ongoing airstrikes severely damaging Ukraine’s infrastructure, millions of Ukrainians are facing a precarious situation as temperatures plummet.

The warning comes on the heels of a tragic incident where three Red Cross staff members were killed by artillery strikes in eastern Ukraine. The attack, which also left two others injured, targeted a Red Cross truck delivering firewood, highlighting the perilous conditions faced by aid workers in the war-torn country.

WHO Regional Director for Europe, Hans Kluge, expressed deep concern about the impact of the war on Ukraine’s health system during a press conference in Kyiv. He pointed out that the “renewed focus on health is more critical than ever” as the country faces its most challenging winter yet.

Since the start of the full-scale invasion in February 2022, the WHO has recorded almost 2,000 attacks on Ukraine’s healthcare infrastructure, leading to significant strain on the largely public health system. The recent attacks on energy infrastructure have caused frequent power outages, exacerbating the situation.

Kluge highlighted several key concerns:

* **Vaccine Distribution:** Power outages could disrupt the storage and distribution of vaccines, potentially leading to an increase in vaccine-preventable diseases.
* **Water Contamination:** Frequent power outages could compromise water systems, raising concerns about contamination.
* **Antibiotic Resistance:** The misuse of antibiotics, partly due to the war’s impact, is leading to growing signs of antimicrobial resistance. Kluge warned this could have severe consequences beyond Ukraine if drugs become ineffective.

The WHO is taking action to mitigate these risks. The agency plans to install 15 heating units in hospitals vulnerable to attacks and establish a network of treatment clinics in areas with limited healthcare access. They are also working to provide generators and other backup power options and support Ukraine’s state-planned health system reforms.

As winter approaches, the international community is racing to provide aid and support to Ukraine, recognizing the potential health crisis looming over the nation.
