**LONDON** – Ukraine’s recent incursion into Russia’s Kursk region has significantly shifted the narrative surrounding the war, according to Richard Moore, head of MI6, the UK’s foreign intelligence service.
Speaking at the FT Weekend Festival alongside CIA Director Bill Burns, Moore described the Ukrainian offensive as “audacious and bold,” arguing that it has successfully challenged Russian President Vladimir Putin’s narrative of inevitability and dominance.
“The Ukrainians, by going in and taking Kursk, have really brought the war home to ordinary Russians,” Moore said, highlighting the psychological impact of the incursion.
Burns, echoing Moore’s assessment, called the Kursk offensive a “significant tactical achievement” that has boosted Ukrainian morale and exposed vulnerabilities within the Russian military. He compared it to the June 2023 march on Moscow by Wagner mercenary leader Yevgeny Prigozhin, which similarly challenged Putin’s authority and exposed internal dissent.
The incursion has reportedly raised questions among the Russian elite about the war’s objectives and the competence of their leadership. While Russian forces have managed to regain some lost positions in Kursk, the offensive has significantly disrupted the Kremlin’s narrative and highlighted the possibility of a prolonged and potentially unpredictable conflict.
