Kerala to Finalize Anti-Ragging Law Draft in 45 Days
Kochi, December 17, 2025 – The Kerala State government has informed the Kerala High Court that the final draft of the Kerala Prohibition of Ragging (Amendment) Bill, 2025, aimed at eradicating ragging in educational institutions and hostels, will be completed within the next 45 days.
The Law department has already forwarded a draft of the Bill to the General Administration department, and the file has been submitted to the Chief Minister for consideration. The State Cabinet will then review the legislation before it is presented to the Legislative Assembly.
The High Court, acting on a public interest litigation (PIL) filed by the Kerala Legal Services Authority (KeLSA) following a series of ragging incidents, including a fatal one, had previously directed the government on October 30th to table the amendment bill within four weeks.
The proposed bill includes provisions for establishing anti-ragging committees, squads, and mentoring cells in all educational institutions, as well as anti-ragging cells in every police station.
The matter has been scheduled for a hearing on January 6th.
