Tamil Nadu Pioneers Community-Based Environmental Monitoring for Climate Action

Chennai, India – December 15, 2025: Tamil Nadu is leading the way in climate action with its innovative community-based environmental Monitoring, Reporting, and Verification (CbMRV) initiative. Launched in 2023 under the UK PACT program, the initiative empowers local communities to generate critical environmental data that informs decision-making at all levels of governance.

Across three ecologically diverse landscapes – the Nilgiris mountains, Erode’s agricultural and wetland regions, and Cuddalore’s coastal mangroves – communities have contributed their traditional ecological knowledge to shape the indicators, monitoring protocols, and digital tools that underpin CbMRV. Farmers, fishers, women, youth, elders, and tribal knowledge-holders are trained as “community climate stewards,” collecting and interpreting data on rainfall, temperature, soil health, biodiversity, fish catch, cropping patterns, and even carbon stocks and emissions.

This local data is integrated into a digital dashboard, providing a real-time snapshot of environmental conditions that can be used to inform village, district, and state-level policies. Supriya Sahu, Additional Chief Secretary, Environment, Climate Change and Forests Department, Government of Tamil Nadu stated that she sees the initiative as not only essential for transparency but also critical for unlocking climate finance.

The CbMRV initiative also has long-term goals, to create a permanent green workforce through institutionalisation, integrating training modules, applications, field protocols and dashboards into community colleges, Industrial Training Institutes, forestry and agricultural institutions, Panchayat Raj training centres, and State skill development programs.

Experts believe the Tamil Nadu CbMRV model could be a game-changer in climate governance, providing a more democratic and resilient approach to climate action by ensuring that frontline communities have a voice in environmental monitoring and decision-making.
