India Excluded from U.S.-Led “Pax Silica” Initiative, Congress Criticizes Modi-Trump Relationship

New Delhi – December 13, 2025 – The Indian National Congress party is criticizing Prime Minister Narendra Modi after India was excluded from a new U.S.-led strategic initiative, dubbed “Pax Silica,” aimed at bolstering global silicon and high-technology supply chains. The initiative, which includes the United States, Japan, South Korea, Singapore, the Netherlands, the United Kingdom, Israel, the United Arab Emirates, and Australia, is reportedly designed to reduce Chinese dominance in the high-tech sector.

Congress General Secretary Jairam Ramesh attributed India’s exclusion to a “sharp downturn” in relations between Prime Minister Modi and U.S. President Donald Trump since May 2025. Ramesh highlighted Modi’s recent social media post describing a phone call with Trump as “warm and engaging,” suggesting the exclusion contradicts that narrative.

“Given the sharp downturn in Trump–Modi ties since May 10, 2025, it is perhaps not very surprising that India has not been included,” Ramesh stated. “Undoubtedly, it would have been to our advantage if we had been part of this group.”

The U.S. State Department describes Pax Silica as a cooperative effort among trusted partners to create secure and resilient silicon supply chains, safeguard critical materials and capabilities for artificial intelligence, and develop advanced technologies. Notably, while other Quad members (the U.S., Japan, and Australia) are participating, India is absent from this initiative. The Congress party argues this omission is a significant setback for India’s interests.
