Panaji, Goa – December 11, 2025 – Goa Chief Minister Pramod Sawant announced today that Saurabh and Gaurav Luthra, co-owners of the “Birch by Romeo Lane” nightclub, will be extradited from Thailand to face charges related to the December 6th fire that claimed 25 lives.
Speaking to reporters, Sawant thanked the Union Home Ministry and the Ministry of External Affairs for their swift action in tracking down the brothers. A team comprised of Goa Police and CBI officers will be responsible for bringing the Luthra brothers, considered prime suspects in the case, back to India.
The Luthra brothers fled to Phuket, Thailand, shortly after the devastating fire at their North Goa nightclub. The Goa Police issued a Look Out Circular, and an Interpol Blue Corner notice was issued on December 9th, leading to their detention by Thai authorities. Their passports are also being revoked.
The brothers face charges of injury causing death, manslaughter, and murder for allegedly organizing a fire show without adequate safety precautions or fire safety equipment.
In addition to pursuing the nightclub owners, the Goa government is also taking action against local officials. Three government officials have been suspended for alleged dereliction of duty, including panchayat secretary Raghuvir Bagkar, who will be arrested for allegedly not cooperating with the investigation. Chief Minister Sawant emphasized that efforts are underway to prevent similar incidents in the future.
