Hyderabad, India – December 1, 2025: The Telangana Bharatiya Janata Party (BJP) is calling for the immediate suspension of the Hyderabad Industrial Land Transformation Policy (HILTP), accusing the state government of facilitating a multi-billion rupee real estate scam that benefits private developers at the expense of public coffers and local farmers.
Party president N. Ramchander Rao announced a mass protest planned for December 7th at Indira Park, voicing opposition to both the HILTP and the government’s plan to expand the Greater Hyderabad Municipal Corporation (GHMC) by incorporating 27 local bodies within the Outer Ring Road (ORR).
Rao alleges the government is enabling the transfer of valuable industrial land at prices far below market value, potentially resulting in a ₹5 lakh crore loss for the state. “The government recently auctioned an acre for over ₹150 crore on the outskirts,” Rao stated. “Now it wants to give away industrial lands at sub-registrar rates… Is this governance or real estate business?”
The BJP claims the government is using Sub-Registrar (SR) rates instead of the higher Telangana Industrial Infrastructure Corporation (TGIIC) benchmark industrial land rates, allowing developers to acquire land at a fraction of its actual worth. The party estimates current market value of these lands at ₹65 crore per acre, suggesting that selling the 9,292 acres of industrial land at market rates could clear Telangana’s public debt.
The BJP has submitted a memorandum to Governor Jishnu Dev Varma, urging an urgent review of the HILTP, an assessment of polluting industries and the socio-economic impact on workers, and a consideration of farmers’ long-pending demand for land conversion. The party also demands an independent commission, headed by a retired High Court judge, to formulate a fair land conversion policy.
