Indian Citizens Lead Non-EU Migration to and From UK Amidst Overall Decline

London, November 27, 2025 – New data released by the U.K. Office of National Statistics reveals that Indian citizens constituted the largest group of non-European Union long-term migrants entering and exiting the United Kingdom in the year ending June 2025.

According to the report, 90,000 Indians arrived in the UK for study, 46,000 for work, and 9,000 for other reasons. The next largest groups of non-EU migrants were from China, Pakistan, Nigeria, and Nepal. Simultaneously, 45,000 Indian citizens departed the UK after completing study, 22,000 after work, and 7,000 for other reasons.

Overall net international migration to the UK experienced a significant drop, plummeting by more than two-thirds to 204,000, compared to 649,000 in the previous year. Emigration from the UK also increased to 693,000, up from 650,000 in the previous year.

The decline in net migration coincides with increasingly strict immigration policies implemented by successive governments, including the former Conservative government under Rishi Sunak and the current Labour government led by Keir Starmer. Sunak’s government banned foreign care workers and students from bringing dependents with them, and also increased salary thresholds for skilled workers, beginning in early 2024. The Labour government has further tightened asylum laws.

The data also shows a substantial decrease in the number of dependents accompanying workers and students, down 65% and 85% respectively compared to the previous year.

While non-EU nationals contributed most to net migration, these numbers have been declining since 2022. 41% of those who left the U.K. were non-EU nationals, 36% were British and 22% were from EU+ countries.

The report also noted an increase in asylum applications during the same period. The Starmer government is currently in a public consultation on its settlement policy.
