Kinshasa, DRC – Qatari Emir Sheikh Tamim bin Hamad Al Thani visited the Democratic Republic of Congo (DRC) on Friday, days after Qatar mediated a framework agreement between the DRC government and the M23 rebel group aimed at ending conflict in the country’s volatile east. The visit, Sheikh Tamim’s first to the DRC, underscored Qatar’s growing role in regional diplomacy and its commitment to fostering stability in the region.

The Qatari-brokered framework agreement, while hailed by US and Qatari officials as a significant step, is one of many needed to achieve lasting peace. The agreement is the latest in a series of documents signed in recent months as part of efforts, backed by the United States and Qatar, to end decades of fighting in eastern DRC that has been an enduring threat to regional stability.

Prior to arriving in Kinshasa, Sheikh Tamim met with Rwandan President Paul Kagame in Kigali, a move seen as a symbolic gesture to encourage reconciliation between Rwanda and the DRC. Rwanda has consistently denied allegations of supporting the M23 rebels, despite the group seizing more territory than ever before.

During the visit, Qatar and the DRC signed several protocols on economic and political cooperation, further solidifying bilateral ties. Diplomatic relations between the two countries have expanded in recent years, with the DRC opening an embassy in Doha in 2022 and Qatar establishing a mission in Kinshasa in May 2025.

The Emir’s visit comes as violence continues in eastern DRC, with both the Congolese authorities and the M23 rebels accusing each other of violating previous agreements. Qatar has hosted multiple rounds of direct talks between the DRC government and M23 going back to April, but they have dealt largely with preconditions and confidence-building measures.
