Kyiv, Ukraine – A U.S.-drafted framework for ending the war in Ukraine has been met with skepticism and concern as reports emerge suggesting the proposal heavily favors Russian demands. The 28-point plan, detailed in several publications citing unnamed sources, allegedly requires Ukraine to cede territory, significantly reduce its military, and make concessions on language and religious matters.
According to the Financial Times, the proposal would see Ukraine relinquish control of the remaining parts of the Donbas region, even areas currently held by Kyiv. The size of Ukraine’s armed forces would be cut by half, and certain weapons would be abandoned, coupled with a rollback of U.S. military aid. Other controversial stipulations include recognizing Russian as an official state language and granting official status to the Ukrainian division of the Russian Orthodox Church.
Ukrainian officials briefed on the plan have reportedly deemed it a “non-starter” in its current form, citing its close alignment with Russian objectives. President Zelenskyy emphasized the need for continued US leadership in achieving lasting peace but stopped short of directly addressing the specifics of the proposal.
The US envoy Steve Witkoff reportedly presented the plan to Rustem Umerov, secretary of Ukraine’s National Security and Defence Council, during a meeting in Miami, Florida.
Meanwhile, Russia has denied the existence of a new peace plan, with Foreign Ministry spokeswoman Maria Zakharova stating that Moscow has not received any official communication from the U.S. regarding such a proposal.
The news comes ahead of a scheduled meeting between Zelenskyy and US military officials in Kyiv. The proposal has the potential to undermine Ukraine’s position as it continues to face challenges on the battlefield and seeks increased military assistance from its allies.
